Could be an interesting project.
A decent, running S54 with accessories, ECU, harness etc goes for $5k. This is a rebuild candidate if you already have those missing things - but I still don't see it as a screaming deal because as a rebuild - you are going to drop $2-3k. If you don't have all the parts that are missing - it's a ton more than just buying a good 75k mile motor from a reputable place. A VANOS ain't a cheap item. Nor is a starter, headers, harmonic damper, alternator, etc.
One of the guys over on the mye28 board put an S54 in a euro spec 525i and came up with a seriously cool car: http://www.mye28.com/viewtopic.php?t=108450

^^^^^What he said......if you already have one and need the rotating assembly/head/block, its not a horrible deal. For starting with just it is a bit of a gamble versus spending a bit more and getting everything.
I remember back 8-9yrs ago s54's seemed alot cheaper for some reason.
